Mbarara residents assured of water reliability as Rubaya Project nears completion

The water stress that hundreds of residents of Mbarara district have been facing is soon coming to an end as the Rubaya Piped Water Supply and Sanitation Project is nearing completion.

During a project site inspection on September 30, 2026, the Ministry of Water and Environment's Commissioner for Urban Water Supply and Sewerage Services Department, Eng. John Twinomujuni, said the project has reached 65% completion.

Twinomujuni, who represented the Ministry of Water and Environment Permanent Secretary, Dr Alfred Okot Okidi, assured Mbarara residents that safe and reliable piped water will soon be flowing in their homes.

"I want to reassure the community of the Ministry’s commitment to completing the project and ensuring that residents of Rubaya have access to safe and reliable piped water," Twinomujuni said.

He noted that the Ministry would continue supporting the contractor, Zhonghao Overseas Construction Engineering Company Limited, to address outstanding issues and facilitate the smooth completion of the project.

 



​The sh16.4b infrastructure project, implemented through the Water and Sanitation Development Facility – South West, is set to transform public health and economic well-being across Rubaya sub-county.

Once complete, Twinomujuni said, the system will serve all 41 villages within the five parishes that make up Rubaya sub-county with clean water through 1,000 yard tap connections and 50 public stand posts.

​He said local leaders are currently finalising approved connection lists ahead of fee payments by beneficiaries.

​An inspection tour of key infrastructure, including the 450 cubic metre main reservoir tank and chemical dosing house in Ruhunga, revealed that overall physical progress stands at 65%. The project, which commenced in November 2024, is expected to be completed in May 2027.

"Installation of the Main Reservoir Tank at Ruhunga is 99% complete, with a 450 cubic metre steel tank mounted on a 15-metre tower for gravity supply. A collection tank for 150 cubic metres and pump house is 96% complete, and the transmission pipeline is 99% complete," Twinomujuni revealed.

He said the distribution network that covers 23km of pipes have been laid, with extension works ongoing. "The chemical dosing house is 75% complete, the ​Rubaya Water Office is 96.5% complete, as well as sanitation facilities, including a sub-county Council Hall, 98.7% complete," he stated.

As part of the project, Twinomujuni revealed that lined pit latrines are also under construction at Omukigando and Ruburara Primary Schools.

​The site visit brought together key administrative and political stakeholders. ​Local leaders commended the contractor for the progress and requested community members to grant permission for pipeline passage on private property.
