Mbale city senior lands officer charged over selling govt property
Emmanuel Paul Kigaye was arraigned following his arrest by the State House Anti-Corruption Unit (SHACU) working together with Criminal Investigations Directorate (CID) and Office of the Director of Public Prosecutions (ODPP).
Kigaye denied the charges, and he was remanded to Luzira prison until July 16, 2026, when his cases come up again.
KAMPALA - A senior land management officer in Mbale City has today (July 14) been arraigned before the Anti-Corruption Division of the High Court on charges of abuse of office and fraudulent procurement of a certificate of title after he allegedly sold government property.
Emmanuel Paul Kigaye was arraigned following his arrest by the State House Anti-Corruption Unit (SHACU) working together with Criminal Investigations Directorate (CID) and Office of the Director of Public Prosecutions (ODPP).
The State alleged that between September 2019 and May 2023 in Mbale City, the accused, while working as a senior land management officer at Mbale City, allegedly engaged in an arbitrary act prejudicial to his employer's interests when he irregularly caused the Registrar of Titles Mbale Ministry Zonal Office to prepare a certificate of title for Plot 27 Bishop Masaba Road in the name of businessman Moses Wamatsembe.
Furthermore, the state said Kigaye fraudulently processed and procured the registration of a freehold certificate of title, vide FRV MBA199 Folio 22, instrument number MBA-0009476, for land measuring 0.5040 hectares at Plot 27, Bishop Masaba Road, Fairway Cell, still in the name of Wamatsembe.

On December 10, 2018, President Yoweri Museveni, acting under Article 99 (4) of the Constitution, established SHACU.
It was created to coordinate citizens’ corruption complaints to the presidency with the population and the constitutionally mandated agencies—with a view to obtaining a speedy resolution to these complaints.
Since then, SHACU has conducted over 400 operations across more than 100 districts, leading to the arraignment of over 856 suspects and 150 convictions.
The unit has recovered billions of shillings for the Government, while interdicting corrupt officials from public service.
