Maj. Gen. Ssemwanga commends infrastructure progress in 4th Infantry Division

. Joseph Ssemwanga has commended the progress of ongoing infrastructure projects within the 4th Infantry Division, describing them as a significant milestone for the Uganda Peoples’ Defence Forces (UPDF).

The army, in a statement released on Monday, June 22, 2026, said the projects inspected included a housing unit in Moyo, newly constructed sanitation facilities at 101 Battalion, a water tank, and a newly built officers’ mess at Lumumba Triangle.

Maj. Gen. Ssemwanga said the developments reflect the UPDF’s continued commitment to improving the welfare of its personnel while strengthening operational effectiveness across the force.

He said that investment in infrastructure remains key to improving accommodation, enhancing working conditions, and supporting overall military efficiency.

The inspection was attended by members of the Division Construction Committee, including the Deputy Division Commander, Col Richard Kidega, alongside representatives from the administration, finance, and engineering departments.

Previous visits

Over the weekend, Maj. Gen. Joseph Ssemwanga commended the progress of ongoing infrastructure projects within the PDF, describing them as vital investments aimed at improving soldiers’ welfare and enhancing operational effectiveness.

Ssemwanga made the remarks during separate inspections of construction projects at the Artillery Division Headquarters in Masindi and the First Infantry Division Headquarters in Kakiri, Wakiso district.

At the Artillery Division Headquarters in Masindi, Ssemwanga inspected several housing projects, including three blocks comprising 18 housing units that have reached 95 percent completion, as well as four residential blocks undergoing renovation, with work currently at 40 percent completion.

He noted that regular inspections are essential in ensuring that projects are implemented according to plan, meet the required standards, and are completed within the stipulated timelines.

Ssemwanga expressed satisfaction with the quality and pace of work and commended the leadership of the Artillery Division, headed by Commander Artillery Division Maj. Gen. Daniel Kakono, for effectively supervising and coordinating the projects.

Ssemwanga also encouraged the construction team led by Lt Yasin Sempuma to maintain professionalism and commitment in delivering quality infrastructure for the force.

Meanwhile, during an inspection of the newly constructed quarter guard and staff quarters at the First Infantry Division Headquarters in Kakiri, Ssemwanga underscored the importance of accountability and prudent management of resources allocated to development projects.

He urged officers and project managers to ensure that funds earmarked for construction and other development initiatives are utilised for their intended purposes, noting that the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, places significant emphasis on transparency and accountability in the management of UPDF resources.

Commending the quality of the completed facilities, Ssemwanga said the projects would significantly improve accommodation and service delivery within the force.

The inspections were attended by senior officers and members of the respective divisional construction committees, including the Deputy Commander of the 1st Infantry Division, Col Michael Walaka Hyeroba, as well as officials responsible for administration, intelligence, finance, engineering, and project oversight.

UPDF engineering brigade

The UPDF Engineering Brigade is the civil construction and infrastructure arm of the army, tasked by the Government to execute public works in health, education and aviation. The brigade provides low-cost, high-quality, and timely completion of national projects.

Ever since its formation, the brigade has undertaken several projects, including major renovations and perimeter wall construction at Mandela National Stadium. It has also executed key aviation and health projects like the infrastructure works at Entebbe International Airport and established COVID-19 oxygen plants at Kiruddu National Referral Hospital and Naguru Hospital.

The brigade has also constructed a female hostel at the Hoima School of Nursing and Midwifery and various classroom blocks in rural districts like Kabale, Kisoro and Rukungiri, among others.
