Legislators flag ‘broad-daylight robbery’ in Entebbe Express tolling system
The report says 62,873 vehicles at Busega toll station passed without being charged between January 2022 and June this year and that the discovery raises concerns over toll exemptions whose justification could not be independently verified. The committee also questioned the administration of toll exemptions. At Busega alone, 20,350 exemptions were recorded last year, representing sh101.75m when calculated at the applicable Class Two rate.
The committee wants the works ministry to take over operation and maintenance of the Kampala-Entebbe Expressway, while the Uganda Revenue Authority (URA) assumes responsibility for collecting toll fees.
