Leaders asked to stop bureaucratic tendencies in PDM

Much paperwork and tough conditions have been cited as some of the factors keeping people away from accessing the Parish Development Model (PDM) programme funds.


Wills Bashasha, the director of the Manifesto Implementation Unit in the Office of the President, has, therefore, encouraged local leaders to exercise patriotism by assisting residents to access PDM ca/sh without tough conditions.

Bashasha says beneficiaries who have been dreaming of starting income-generating activities, but lack capital should easily access the funds to enable the Government to support the 39% outside the money economy.

“This programme is critical. Make sure you reduce the paperwork and avoid the unnecessary conditions that will scare away some of the targeted beneficiaries,” he said, adding that PDM is do or die and that there is no middle ground.

He was meeting Busia municipality and district heads of department in Chango Machyo Hall at the district headquarters on Monday. Technical leaders, he warned, should not create more conditions that deter people from accessing the fund.

He expressed disappointment that PDM and Emyooga funds are still lying idle in the Bank accounts in the district and called upon the leaders to use their officers to extend service delivery to residents without discrimination.

Busia district Resident District Commissioner Michael Kibwika said when he arrived in the district, shilling 380 million for Emyooga was lying in the bank idle noting the SACCOs that had been left out have since been organised and benefitted from the fund.

He said the chairperson of the elected leaders SACCO has been arrested over alleged embezzlement and recoveries made, while the motorcycles for boda boda SACCO, which were stolen have been also recovered.

Busia municipality mayor Sadiq Amil Agele commended and appealed to the Government to set up another presidential skilling hub in Tororo district noting that Kibuku district was far away from districts in Southern Bukedi.

He commended the government for the good developmental programmes, but appealed to President Yoweri Museveni to support the Municipality in completing the administration block which the president launched in 2012.

Bashasha visited Butacho Mixed Dairy Farm, which benefitted from Operation Wealth Creation, and another micro irrigation farm in the Masaba sub-county.
