LC1 aspirant arrested for causing chaos at voter registration center

Police in Luweero District have arrested an aspirant for the Migadde Village LC1 chairperson seat in Katikamu sub-county after he allegedly caused chaos at a voters' registration centre.

John Kiggundu was arrested on Wednesday (July 08) after he stormed a village voter registration centre where he reportedly assaulted a registration official and confiscated the register.

According to the Savannah Regional police Spokesperson, Samuel Twineamazima, the incident took place at Migadde Village where Kiggundu's alleged victim, only identified as Katende, was manning the registration exercise. 

Twineamazima said after storming the registration centre, Kiggundu allegedly complained that some of the names in the register were not for residents of Migadde village.

Kiggundu then reportedly grabbed the register, prompting a scuffle during which Katende was injured on the face.

According to Ronald Kakande, a District Councillor who is also a resident of Migadde village, the fracas was a climax of a brewing rivalry in which Kiggundu is vying to unseat the incumbent Migadde village chairperson, Ahmed Mutyaba. 

Twineamazima said that on learning about the incident, police officers from the nearby Lukomera Police Station ran to the registration centre, arrested Kiggundu and recovered the register which he had confiscated from the registration officials.

The Luweero District Returning Officer, Moses Rwanks Kiconco, said the incident was an isolated case of violence in the district. 

Kiconco said the registration exercise was going on peacefully in the rest of the 624 villages in Luweero District. 

According to the Electoral Commission, polling for Village (LC I) Chairperson elections will take place on Tuesday, July 28, 2026, across 71,214 villages throughout Uganda.

Voting will occur in public places within each village, starting at
7:00am and concluding at 4:00pm. Voters will show their support for candidates by lining up behind them or displaying their symbols, as outlined in Section 123(2) of the Local Government Act Cap 243.
