Kampala Capital City Authority (KCCA) has sworn in a five-member capital city Public Accounts Committee.

The team is tasked with scrutinising audit reports and strengthening accountability in the management of public resources.

The PAC members took the oath of office at the Lord Mayor’s Parlor at City Hall, following their appointment by Kampala Lord Mayor Ronald Balimwezo and approval by the ministers responsible for KCCA.

They include chairperson Annet Nantumbwe, Allan Mwesige, Christine Kobusingye, Joel Kiwalabye and Harriet Namutebi.

The five-strong committee is established under Section 68(1) of the Kampala Capital City Act, Cap. 195.

Under Section 68(9) of the Act, the committee is mandated to examine reports from the Auditor General, the Chief Internal Auditor and commissions of inquiry.

It can also require councillors and KCCA officers to appear before it and explain matters arising from the reports.

Balimwezo requested the new members to discharge their responsibilities with integrity, independence and a strong commitment to public interest, saying accountability is essential to improving service delivery in the city.

“Public accountability is not just about examining figures and audit reports; it is about ensuring that every resource entrusted to the city delivers value to the people of Kampala," he said.

"I urge the members to carry out their duties impartially, follow up on audit findings and ensure that their work contributes to better service delivery and the development of our city."

KCCA deputy executive director Benon Kigenyi described the committee's work as an important part of strengthening institutional accountability, transparency and responsible management of public resources.

He urged the new team to work constructively with the authority while maintaining the independence required to scrutinise reports, seek explanations and follow up on outstanding accountability issues.

“We welcome the new members and look forward to constructive engagement as we strengthen accountability, improve institutional performance and ensure that resources are directed towards delivering better services to the people of Kampala,” said Kigenyi.

The PAC is expected to examine audit findings, seek explanations from relevant officials and support follow-up on recommendations arising from audits and inquiries.

Its work will be central to promoting responsible use of public funds and strengthening public confidence in the administration of Kampala.
