KAMPALA - Kampala Capital City Authority (KCCA) plans to establish new markets, intensify youth skilling programs and expand green spaces in the next five years.

The above are among Kampala’s top development priorities discussed during deliberations at the two-day retreat in Entebbe, Wakiso district.

The meeting started on Thursday (May 8th) at Imperial Golf View Hotel in Entebbe, bringing together KCCA leadership and key city officials to deliberate on the KCCA Strategic Plan for the period 2025/2026 to 2029/2030.

The engagement is expected to chart the city's future course through strategic planning, states a release from the Communications Office.

Participants included: the Lord Mayor, His Worship Erias Lukwago, KCCA Executive Director Hajjat Sharifah Buzeki, Deputy Executive Director Benon Kigenyi, KCCA directors, and members of the City Executive and Planning Committees.

“This retreat allows us to reflect on the gains made, address existing challenges, and set bold, clear strategies for the city’s transformation,” noted Lord Mayor Lukwago, urging stakeholders to adopt an inclusive and citizen-driven planning approach.

In line with the National Planning Authority (NPA) Regulations of 2018, the retreat also serves to evaluate the outgoing Strategic Plan (2020/21–2024/25) and validate its draft evaluation report.

According to the KCCA Communications office, Kampala’s top development priorities over the next five years also include: job creation, improved healthcare and education services.

“Our goal is to dream into the future, and that future, in this case, is the next five years,” said Executive Director Buzeki, emphasising the need to align aspirations with sustainable development goals.

The draft strategic plan under discussion is anchored on four key objectives: Enhancing Kampala City’s economic growth; Increasing productivity, inclusiveness, and the well-being of the population; Strengthening oversight and governance functions in the city; and strengthening institutional capacity to drive organisational excellence.

The proposed plan is aligned with Uganda’s National Development Plan IV (NDPIV) and will inform the FY2025/26 Council Policy Agenda.

The Executive Committee and the City Planning Committee are expected to consolidate inputs from this retreat into a refined roadmap for Kampala’s socio-economic transformation.

The strategic plan will serve as the blueprint for infrastructure investment, service delivery, urban governance, and institutional reform in Uganda’s capital for the next half-decade.
