KCCA law enforcers warned against extortion

Kampala Capital City Authority (KCCA) law enforcers have been warned against extortion as has been the case in several parts of the city. 

Rubaga Division Deputy Resident City Commissioner Anderson Burora made the call on Saturday before at least 84 law enforcers who completed a two-week training course at the National Leadership Training Institute-Kyankwanzi.

Burora, who said that he was impressed with the display of skills by the law enforcers, especially the 'commando' group that mainly deals with the criminals in the city, also warned the enforcers against using the newly acquired skills against members of the public. 

According to him, the skills are supposed to be used against the enemy and urged them to desist from using them against the wananchi, apart from when in self-defence. 

Burora was representing Kampala affairs minister Hajati Minsa Kabanda as the guest of honour at the pass-out.

The function was attended by the KCCA executive director Dorothy Kisaka, director for human resource Grace Akullo, and NALI deputy director Col. Henry Sserugo, among others.

Burora asked them to be cautious when they return to the city, saying whatever action they undertake will be on behalf of the Government and all their evil acts will negatively impact its image.

"We don't expect to continue getting cases of law enforcement teams getting involved in extortion," he said.

He asked KCCA to acquire body cameras, which he said can be used in defence if they were being abused by members of the public.

Kisaka said since she came into office in 2020, she had been dreaming of training KCCA personnel, especially the law enforcers.

According to her, the trained team was part of the campaign to champion the Smart City agenda. 

She asked them to uphold all tasks and relationships with members of the public including integrity, and zero tolerance for corruption, among others.

"A smart city starts with you, the way you work and relate with others matters. Make the city more peaceful," she said.

Sserugo said this was the second batch of trainees from KCCA, after the first batch of 72 passed out on June 29, 2023.

He said this group were trained in a number of skills, including mechanisms of arrest, methods of work, Kiswahili skills and outdoor activities like physical exercises.
