Kayunga District Service Commission officials arrested over alleged jobs-for-cash scheme

The suspects were arrested by a team from the State House Anti-Corruption Unit (SHACU) and are currently being held at Kayunga Central Police Station as investigations continue.

Three employees of the Kayunga District Service Commission and a senior health official have been arrested over allegations of soliciting money from members of the public in exchange for jobs in the district.

The suspects have been identified as Ssebowa, the Principal Human Resource Officer and Secretary to the District Service Commission, who is facing charges of abuse of office and obtaining money by false pretences; Ivan Kayemba, the LC5 councillor for Kitimbwa Sub-county, who is accused of obtaining money by false pretences; Abdu Munulo, a Senior Human Resource Officer attached to the District Service Commission, also accused of obtaining money by false pretences; and Prossy Nalujja, a Senior Nursing Officer at Bbaale Health Centre IV.

The suspects were arrested by a team from the State House Anti-Corruption Unit (SHACU) and are currently being held at Kayunga Central Police Station as investigations continue.

Ssezibwa Regional Police spokesperson Hellen Butoto confirmed the arrests, saying the suspects were apprehended following an operation by SHACU over allegations that they had been demanding money from job seekers while falsely promising to secure them employment in Kayunga District.

“The suspects are in custody at Kayunga Central Police Station as investigations continue. The case has been registered under GEF 009/2026,” Butoto said.

She urged members of the public to report any individuals demanding money in exchange for public service jobs, noting that recruitment into government positions follows established legal procedures and should never involve payment.

Police said investigations are ongoing and that the suspects will be produced in court upon completion of the inquiries.
