Kampala leaders deny purchasing land in Kisenyi

KAMPALA - Kampala and Metropolitan Affairs state minister Kabuye Kyofatogabye and KCCA executive director Dorothy Kisaka refuted allegations that they covertly purchased 10 acres of land in Kisenyi at the tune of sh370b.

Correspondences privy to Parliament's Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) show that KCCA (Kampala Capital City Authority) in November last year expressed interest in John Bosco Muwonge’s land in Kisenyi intending to provide market space for low-income earners in the city and also establish taxi parks.

The deal was, however, affected by a land wrangle and little has been heard since. However, while interacting with MPs on Thursday, Kyofatogabye and Kisaka denied buying this said land.

“There is no record and KCCA has not bought this land. So many land vendors have come up and KCCA has engaged them including John Bosco Muwonge and the engagement is still [on] a wish list,” Kyofatogabye said.

“We are looking for two trading spaces in every division, it is something that is public and we have spoken about it at every public meeting we have had in every division. 

We have a huge database of people who have come up saying they have land. So, we have not zeroed in on any piece of land to purchase, but there are expressions of interest and assessments but there is no particular piece of land that has been purchased,” Kisaka said.

These revelations come on the backdrop of a January 5, 2023, letter from finance ministry permanent secretary/Secretary to the Treasury Ramathan Ggoobi directing KCCA to undertake due diligence on the Kisenyi land.
