Jinja city engineer charged over irregular building permit

According to the prosecution, on December 8, 2023, Obodha allegedly used his position to irregularly issue a development permit to Kakaire Kirunda Ali to construct a boundary wall on Plot 17B, Tabingwa Road, in Jinja city.

Following investigations into the matter, Obodha was arrested and subsequently arraigned before court.

JINJA - Jinja City senior civil engineer and acting building control officer Alex Obodha Batambuze has been charged with abuse of office over the alleged irregular issuance of a building permit.

Obodha was arraigned before the Anti-Corruption Court in Kampala on September 8, 2026, following investigations conducted by the State House Anti-Corruption Unit (SHACU), the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to the prosecution, on December 8, 2023, Obodha allegedly used his position to irregularly issue a development permit to Kakaire Kirunda Ali to construct a boundary wall on Plot 17B, Tabingwa Road, in Jinja city.

Investigations by SHACU indicated that the permit was issued without following the required procedures and without obtaining approval from the relevant building committee.

The construction of the boundary wall allegedly resulted in the blockage of a community access road, affecting residents who use the road.

Obodha was earlier detained during the ongoing “Expose the Corrupt” national campaign, led by local government minister Balaam Barugahara Ateenyi, during the campaign's tour of eastern Uganda.

Following investigations into the matter, Obodha was arrested and subsequently arraigned before court.
