WAKISO - Internal Security Organisation (ISO) director general Brigadier Charles Oluka had been flown abroad for treatment a month ago after developing health complications, according to reports reaching New Vision Online.
Upon his return, Oluka reportedly seemed to have fully recovered.
The top government spy's passing on Wednesday, January 29, 2025, has left the nation in shock, with mourners flocking to his home to offer condolences to his grieving family.
New Vision Online has also learnt that Oluka had just shifted into his new three-storey mansion at Katovu village, Kajjansi town council in Wakiso district.

A highly revered intelligence officer, Oluka served as ISO director of technical services before being appointed by President Yoweri Museveni to lead the agency on October 8, 2020, replacing Colonel Frank Bagyenda Kaka.
His exceptional service and dedication earned him a promotion from Colonel to Brigadier General, a rank he held until his death.
Many of his friends describe him as an experienced spy, patriotic and family man that who has served his country diligently.
“Losing a senior military officer, holding such a sensitive position in the country is shocking, apart from the Covid-19 pandemic that disrupted his life, Oluka looked very strong and healthy,” one of his colleagues was overheard saying at the vigil on January 30.
A family member, speaking on condition of anonymity, said before seeking treatment overseas, Oluka had first been attended to by specialists at Mulago National Referral Hospital.
