MBARARA — The Inspectorate of Government has arrested Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagyenda and former school typist Peace Kebirungi over an alleged financial loss of sh110.8m in government funds.

The three are accused of causing financial loss to the Government and abuse of office in connection with alleged irregular salary payments and benefits made to Kebirungi, who reportedly abandoned her duties after obtaining study leave with pay.

In a press statement dated October 28, 2026, the Inspectorate of Government said; "the suspects would be arraigned before the Anti-Corruption Court within 48 hours to face prosecution."

According to the statement, Kebirungi allegedly used a false university admission letter in October 2015 to secure study leave with pay but subsequently absconded from duty.

However, she allegedly continued receiving a government salary from September 2015 to August 2024, with the alleged misconduct concealed by Turyagyenda before his retirement from public service and by Rwampororo, who succeeded him as headteacher in 2023.

The Inspectorate said that during the same period, Turyagyenda and Rwampororo allegedly authorised the payment of allowances to Kebirungi from school fees paid by students, despite her not reporting for duty.

In 2023, Kebirungi reportedly applied for early retirement from public service. Rwampororo allegedly forwarded her application despite her ineligibility, given that she had abandoned her duties.

She subsequently retired in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.

"By February 6, 2026, the cut-off date for the investigations, Kebirungi had allegedly received a total of sh110,877,900 in irregular payments," according to the Inspectorate of Government.

The arrests follow investigations into the alleged financial loss and abuse of office involving the three former and current employees of the Government school located in Mbarara City.

Rwampororo previously served as Bushenyi District Education Officer before his appointment as Ntare School headteacher in 2023. He had previously served as the school's deputy headteacher and a Chemistry teacher.
