The government of Uganda has identified land in Kanara sub-county, Ntoroko district, where people recently affected by floods will be resettled.
Addressing sections of victims, the prime minister of Uganda, Robinah Nabbanja, earlier today said that President Yoweri Museveni directed her to coordinate relevant Ministries, Departments, and Agencies of the Government to resettle communities affected by floods in: Kayanja II, Kayanja III, Kyapa, Rwakitura, Kanara Town Council, and Kanara sub-county in Ntoroko District.

In 2021, River Semliki burst its banks, causing floods that left thousands of people in Ntoroko district in a desperate situation, with all their houses submerged in water.
It is estimated that about 30,000 people were affected by the floods in Ntoroko.
“I am pleased to inform you that the Government has resolved to acquire land measuring 901.0131 hectares in Kyenyangi and Kibira in Ntoroko District for the resettlement of the affected households. One block of this land is owned by Kasolo Charles, while the other belongs to Mpaka Keesi and Mwamba David. Both parcels are held under freehold titles,” noted Nabbanja. The premier noted that investigations conducted by the Land Zonal Office in Kabarole confirmed the above-mentioned individuals as the true owners of these blocks of land.
The identified land on which to resettle the flood-affected victims of Ntoroko district in 2021 will cost sh6.6 billion.
Nabbanja, who was accompanied by different dignitaries, including the state minister for Tourism Martin Mugarra, the Permanent Secretary in the office of the Prime Minister, Mr Alex Kakooza and other technical officials from line ministries.

A release from her office states that Nabbanja, who led the government team, told the gathering that on 24th and 30th July 2025, she held meetings with senior Government officials and Ntoroko district officials to deliberate on the modalities for implementing the Presidential Directive.
She noted that her office has received a report from the Ntoroko Chief Administration Officer indicating that the identified land is suitable for resettlement, because it is located on a raised ground, with access to a stable water supply and other essential environmental services,” she said, according to the release.
“I am also pleased to inform you that the Chief Government Valuer has completed the valuation of the land and determined its market value, paving the way for the next steps in the acquisition process. Therefore, I have convened this meeting to share this information with you so that we can jointly plan for the smooth implementation of the resettlement exercise. I wish to reaffirm the Government’s commitment to ensuring that the affected communities are resettled in a dignified, safe, and sustainable manner in accordance with the Directive of the President,” assured Nabbanja.
The state minister for Tourism asked the affected persons to accept the land identified by the government so that they can be resettled and begin a new life.
“We are sure that following the directive of the president, this issue will be expedited, and people will be resettled to start a new life. These people have lived in an Internally Displaced Camp for years, which needs to be addressed for continuity,” said Mugarra.
The permanent secretary in the office of the prime minister, Alex Kakooza, said that the affected communities will be accorded two acres per household as government policy.
The prime minister also directed the permanent secretary in the office of the prime minister, Alex Kakooza, to find resources so that the community can also get a school to enable children to go to school.
Recently, the government, through the office of the Prime Minister, constructed a health centre III at Rwangara.
At the same gathering, Nabbanja urged the residents to overwhelmingly vote for President Museveni on January 15, 2026.
