KAMPALA - Finance ministry permanent secretary Ramathan Ggoobi has warned government heads of accounts against acting unethically.
He was speaking at the central government heads of accounts/finance review meeting on February 27, 2025, at Lake Victoria Serena Resort in Kigo, Wakiso district.
Ggoobi, who is also Uganda’s Secretary to the Treasury, noted that ethical leadership is not just about following rules but setting the right example.
“If we act with integrity, we foster trust and confidence in government institutions; if we compromise our values, we erode public trust and the consequences are dire,” he warned, according to a statement released by the finance ministry on X, formerly Twitter.
He said unethical behaviour, whether in the form of financial mismanagement, conflict of interest, favouritism, or deliberate negligence, has no place in public service.
“We must foster a culture where honesty is non-negotiable. Each of us must ask: Am I doing the right thing, even when no one is watching?” Ggoobi said.
He said some of the key constraints of economic growth are wasteful spending and lack of urgency in implementing government programs.
The theme of the two-day meeting is: Enhancing technical capacity and institutional efficiency.
