_______________
The former commander of the elite Flying Squad, Assistant Commissioner of Police Herbert Muhangi, is back into active police service after completing a four-month senior officers' course at the Police Senior Command and Staff College in Bwebajja, Wakiso district.
Muhangi is among the 45 officers, who completed Intermediate Command and Staff Course Intake 010/2026.
The course, which began on May 30 and ended on October 14, brings together officers ranging from Superintendent of Police to Assistant Commissioner of Police.
The pass-out ceremony is scheduled for today (October 15, 2026), and it will be presided over the Minister of Internal Affairs, Ephraim Kamuntu, according to a police statement.
Other participants in the course included Senior Superintendent of Police Herbert Wanyoto, the Regional Criminal Investigations chief for Bukedi South, and Assistant Commissioner of Police John Grace Ssewanyanya, attached to Police Headquarters in Naguru, Kampala.
The training equips officers with leadership, command and management skills to prepare them for greater responsibilities within the force.
Muhangi’s return marks a new chapter in a career interrupted by his arrest in 2018 and subsequent legal battles before the General Court Martial over allegations involving firearms and the alleged kidnapping and repatriation of Rwandan nationals. However, Muhangi and several other officers have since been cleared of the charges.
A seasoned officer, Muhangi spent more than two years and seven months on remand at the Makindye Military barracks as he battled the charges, which kept him away from active police service.
The course marks his return to the police fold that will see him further develop his career as a police officer after years of uncertainty. He is now waiting for his next posting.
Before his arrest, Muhangi commanded the Flying Squad, a specialised unit that handled operations against suspected armed robbers and other violent criminals.
The unit is now under the Directorate of Crime Intelligence, headed by Maj. Gen. Christopher Damulira.
