The ministry of finance has released sh17.18 trillion for quarter one of the financial year 2025/26 public expenditure for the quarter one (July – September 2025), expenditure.
"This represents a release of 23.7% of the approved budget,” the finance ministry permanent secretary, Ramathan Ggoobi, said on Tuesday (July 15) in Kampala.
While briefing the media on the state of the economy and quarter one expenditure releases for the current financial year, Ggoobi said the allocations in key areas for quarter one include :
- wage (sh2.26 trillion)
- non-wage sh4.49 trillion)
- Government Development (sh692.88b) external financing (sh2.71 trillion)
- Debt and treasury operations (sh6.9 trillion)
- Local revenue (sh82.17b).
On statutory obligations and institutions, Ggoobi listed the following:
- sh2.261 trillion was released for wages and salaries across government
- sh482.76b for pension and gratuity
- -sh249.38b for Parliament
- sh468.72b for Electoral Commission-
- sh47.37b for Judiciary
- sh19.14b for the Auditor General
- sh53.72b for National Planning Authority.
National security priorities include:
- Ministry of Defence and Veteran Affairs sh719.12b
- Uganda Police Force sh130.73b
- State House sh108.38bn
- -Uganda Prisons Service sh87.15b
- Office of the President sh111.4bn
- Internal Security Organisation sh39.2b
- External Security Organisation sh86.9b.
- Infrastructure development under the Ministry of Works and Transport got sh1.08 trillion.
Of this allocation, sh942.90b is for the payment of contractors for ongoing works projects.
The ministry of Energy got sh420.76b and Kampala Capital City Authority sh148.32b.
In human capital development, the Ministry of Education and Sports got sh143.75b
Another sh157.73b was allocated to all Public universities, Uganda Management Institute and the Law Development Centre.
Other priorities

- Local government sh382.03b.
- Referral Hospitals got 40.99bn
- National Medical Stores sh173.96b
- Uganda Cancer Institute and Uganda Heart Institute sh80.18b.
Meanwhile, Uganda Revenue Authority was allocated sh114.90b to facilitate revenue collection.

- National Citizenship and Immigration Control sh40.43b
- Uganda National Bureau of Standards sh26.44b.
- Agro-industrialisation received sh215.28b
- Tourism development sh20.5b
- Ministerial-based industrial development sh26b
