Former Uganda National Roads Authority (UNRA) executive director, Allen Kagina, along with the former board chair and senior managers, have handed over the offices and assets of the road’s authority.
The handover was done to works state minister, Musa Echweru, and permanent secretary, Bageya Waiswa.
“Congratulations on the seamless transfer of office and services for continued safe, efficient and reliable transport services,” works ministry stated on X (formerly Twitter) on December 30, 2024.
The development follows the assentment of nine rationalisation Bills into law by President Yoweri Museveni to facilitate the merger and mainstreaming of nine more agencies.
The new Bills assented to are in sectors of education, works and transport, justice and law, as well as the ICT sector. These include the UNRA (Repeal) Bill and the Uganda Road Fund (Amendment) Bill, which will see the Uganda Road Fund and UNRA going to the Works Ministry.
The dissolution of institutions such as UNRA into the Works and transport ministry implies that the ministry will undertake the functions that the authority was performing.
This implies that the ministry is now fully in charge of the 20,552km of the national road network, and 86,468km for district, urban and community access roads.
As part of the national roads, the works ministry will also be in charge of about 14 ferries plying 12 crossings and connecting a total of 20 district local governments as well as all bridges in the country.
