Bulira is a former presidential candidate who represented the Revolutionary People’s party, (RPP).

As political leaders, Bulira said, “Let us make a difference. We should support our people beyond election times. We must be practical and support each other during the bad and good times. It is senseless for my family to be abroad, if I cannot reach out to our supporters struggling to access basic materials.”

During this Lent season, Bulira urged leaders to support vulnerable communities and young people in need, wondering why people own billions and millions, yet people in their communities are struggling to survive.

As Christians and Muslims fast, Bulira urged Ugandans to improve their communities, practice discipline, self-control and empathy.

He made the remarks while addressing the media at the Revolutionary People’s party head office in Mengo, along professor Nsibambi road in Kampala city on February 17, 2026.

During the handover of school items, Maria Mukeshimana, a resident of Nakulabye Nabulangala appreciated Frank Cares for enabling vulnerable children to report back to school with requirements.

“The challenge I have is I am unemployed, and the father of my children does not fulfil his responsibilities. Though my children are in government schools, unfortunately, they have not reported back because I don’t have money to buy books,” Mukeshimana, a mother of two, said.

Maureen Nampewo, a resident of Mengo, also shared her struggles saying her husband is an absentee father.

“My husband does not provide us with all the basic needs. For instance, sometimes, if I ask him to pay school fees, he gets angry. To ensure my children study, I do odd jobs. I appreciate this organization for providing free scholastic materials," Nampewo said.
