Ex-MUBS principal Balunywa free from abuse of office allegations, DPP says

Balunywa, 68, had been facing charges of abuse of office in connection with the alleged illegal recruitment of staff at the institution, while Namaganda was charged with neglect of duty.

The Anti-Corruption Court in Kampala has cleared former Makerere University Business School (MUBS) principal Prof. Wasswa Balunywa of charges of abuse of office.


This was after the outgoing Director of Public Prosecutions (DPP) Jane Frances Abodo discontinued proceedings of a case in which Balunywa and Jacqueline Namaganda, 47, the former acting human resource director and current chief quality assurance officer at MUBS, are accused of illegally recruiting staff at the institution.

Assistant DPP Caroline Nabasa told Anti-Corruption Court Principal Magistrate Grade I Christopher Opit on November 12, 2025, that the state was no longer interested in prosecuting the accused persons.

Subsequently, Nabasa presented to the court a withdrawal form, signed by Abodo, dated November 7, 2025. Opit was presiding over the court on behalf of Chief Magistrate Racheal Nakyazze, who is currently on leave.

Following submissions by Nabasa, Opit formally withdrew the criminal charges against Balunywa.

“The case was coming up for mention, but I accept the DPP’s decision to have charges against Balunywa withdrawn,” he said.

Balunywa, 68, had been facing charges of abuse of office in connection with the alleged illegal recruitment of staff at the institution, while Namaganda was charged with neglect of duty.

The withdrawal of the charges follows a complaint filed by Balunywa with the Office of the DPP.

However, Namaganda still faces other corruption-related charges before the Anti-Corruption Court, presided over by Principal Magistrate Grade I, Paul Mujuni.
