Former Kampala Capital City Authority (KCCA) Director of Engineering and Technical Services, Eng. Andrew Kitaka, has been appointed Chairperson of the Governing Board of the National Building Review Board (NBRB) following Cabinet approval.
The appointment was announced on Tuesday, July 7, 2026, by the Minister of ICT and National Guidance, Justine Kasule Lumumba.
Lumumba was presenting resolutions from the Second Cabinet Meeting of 2026, held the previous day, at State House, Entebbe.
Lumumba said Cabinet approved the appointment of the National Building Review Board in accordance with the Building Control Act, which established the board to regulate and coordinate building control activities in Uganda.
She noted that the board will operate under the Ministry of Works and Transport and will oversee the enforcement of building safety standards across the country.
The approved members of the Governing Board are Eng. Andrew Kitaka as Chairperson, RSU Irene Kitara, Arch. Henry Kigundu, PP Irene Achola, Mr Benon Yiga, Eng. Chris Opuch, Mr Richard Adrole, and Eng. Betty Nabbosa, all serving as members.
Kitaka brings a wealth of experience in engineering and public infrastructure management to the position.
He served as KCCA's Director of Engineering and Technical Services for nine years, from November 1, 2011 until October 31, 2020; during which he oversaw several major infrastructure projects within Kampala.
He also served as acting executive director of KCCA from December 2018 to June 2020 following the resignation of Jennifer Musisi, steering the authority through a period of leadership transition while continuing to oversee engineering operations.
A professional engineer, Kitaka is a member of the Uganda Institution of Professional Engineers (UIPE) and is registered with the Engineers Registration Board (ERB) of Uganda. His appointment is expected to strengthen the National Building Review Board as it works to enhance compliance with building regulations and improve safety standards in Uganda's construction sector.
