Driver arrested after crash kills motorcycle rider carrying school pupils

A runaway driver who allegedly rammed into a motorcycle carrying three Kiswa Primary School pupils and killed the rider has been arrested.
The driver, identified as Dennis Mulema, was arrested by police at Jinja Road Police Division on September 19, 2026, a day after the crash near Muggies Hotel on Mutungo-Biina Road in Nakawa Division, Kampala District.
Kampala Metropolitan Police said the motorcycle was carrying three pupils from Kiswa Primary School when it was rammed into by Mulema's vehicle on September 18, 2026. The rider died at the scene.
“Police at Jinja Road have apprehended the driver of motor vehicle registration number UA 945EW, a white Toyota Hilux Double Cabin, following a fatal road traffic accident that occurred on Friday, September, 18, 2026, at about 7:30 a.m. near Muggies Hotel along Mutungo-Biina Road, Nakawa Division, Kampala District,” Kampala Metropolitan Police (KMP) spokesperson Racheal Kawala said.
She explained that the accident involved motor vehicle UA 945EW, driven by Mulema, 33, a resident of Mutungo-Biina, and motorcycle UMA 530. The motorcycle rider died at the scene.
“The deceased has been identified as Reagan Muhindo, 22, a resident of Kasokoso, Wakiso District. Three pupils of Kiswa Primary School, aged 7, 13 and 13 years, were also injured in the accident. Preliminary information indicates that the pupils were travelling to school in the Bugolobi area of Nakawa Division at the time of the incident,” Kawala added.
She said that, according to preliminary findings, the driver of motor vehicle UA 945EW was travelling from Biina towards Mutungo when he allegedly collided with motorcycle UMA 530LD, which was carrying the three pupils.
“The three pupils sustained serious injuries and were rushed to Mulago Hospital for medical attention. The preliminary cause of the accident is suspected to be careless driving. However, investigations are ongoing to establish the circumstances surrounding the accident and determine the exact cause,” she stated.

Kawala said the driver, Mulema, is currently in police custody pending completion of investigations and subsequent court proceedings.
“We continue to urge all road users to exercise maximum caution, observe traffic rules and regulations, and adhere to road safety guidelines to prevent road crashes and protect lives,” she noted.
Traffic death statistics
While releasing the 2025 Annual Traffic Report, Lawrence Niwabiine, the Director of Traffic and Road Safety in the Uganda Police Force, said Uganda experienced a significant rise in road traffic deaths, with 5,383 fatalities reported.
The figure represents an increase from 5,144 deaths in 2024, averaging 15 fatalities per day. The highest number of crashes occurred in December, with 2,443 incidents, while the lowest was recorded in June, with 1,978 incidents. The peak in fatalities was recorded between 6:00 p.m. and 8:00 p.m., with 3,484 deaths during this period.
“We continue to urge all road users to exercise maximum caution, observe traffic rules and regulations, and adhere to road safety guidelines to prevent road crashes and protect lives,” she noted.
