District chairpersons, subcounty chiefs fail to elect new leaders
Each district local government according to Mugyema is supposed to pay an annual subscription of shillings 4m and the sub-county part up with shillings 300, 000 but it was noted that only 20% of local governments have paid and 80% have not made any contribution.
