The Ministry of Defence and Veteran Affairs has got new human resource and finance chiefs.

In a statement issued today (October 15), the defence ministry announced that Celia Birungi Banwonjobora had been posted to the ministry as the new Assistant Commissioner for Human Resource Management, replacing Harriet Kyomugisha.

Also, David Tumwesigye took over as the new defence ministry's principal accountant, replacing Ibrahim Mukwaya.

The handover ceremony was held on October 13, 2026, under the supervision of the ministry’s Under Secretary for Finance and Administration, Edith Buturo, who represented Permanent Secretary Rosette Byengoma.

Buturo congratulated Kyomugisha and Mukwaya upon completing their tours of duty and urged them to maintain their commitment and professionalism in their new assignments.

She also assured the incoming officers of the ministry’s support and cooperation as they assumed their responsibilities.

It is a normal routine for public servants to be transferred under public service. However, the defence ministry did not mention where Kyomugisha and Mukwaya have been transferred.

Representing the Uganda People’s Defence Forces (UPDF) Chief of Joint Staff (Lt. Gen. Jack Bakasumba), the Joint Staff Human Resource Management, Maj. Gen. James Kinalwa, commended the outgoing officers for their dedication and leadership, saying their contribution had left an “indelible mark” on human resource management within the defence ministry and the UPDF.

Kinalwa urged Banwonjobora and Tumwesigye to build on the achievements of their predecessors (Kyomugisha and Mukwaya) while upholding professionalism, teamwork and integrity in their respective offices.

On her part, Kyomugisha thanked the ministry’s senior management and staff for their cooperation during her tenure, noting that their collective efforts had helped strengthen institutional systems and nurture talent.

Taking over the human resource management function, Banwonjobora acknowledged the foundation laid by her predecessor and pledged to build on the existing achievements.

“I will lead with integrity, fairness and open doors, and work as a team to strengthen human capital as the greatest asset of the institution,” she said.

The ceremony was attended by generals, senior military officers, ministry officials and staff.
