Court to rule today on jurisdiction in Ntenjeru–Kisoga election petition

MUKONO - The Mukono Chief Magistrate’s Court is set to deliver a pivotal ruling on Tuesday, February 24, 2026, in an election petition that has attracted significant attention from residents of Ntenjeru–Kisoga town council in Mukono district.

Mukono Chief Magistrate Paul Matyama on February 21, 2026, fixed Tuesday at 3:00pm as the time he will deliver judgment on whether his court has jurisdiction to hear the election petition.

In the petition, National Resistance Movement (NRM) candidate for the Ntenjeru-Kisoga town council LC3 chairperson race, Hadson Kiyaga, is seeking a recount.

Kiyaga is challenging the victory of independent candidate Mike Kaggwa, who was declared winner of the tightly contested race by a margin of seven votes.

Mukono district returning officer Emily Amongin declared Kaggwa the winner after he garnered 2,197 votes, while Kiyaga secured 2,190 votes.

Kaggwa, the first respondent, is represented by counsel Don Nalera. Apio Katende represents the second respondent, the Electoral Commission, while Benon Sseryazi is counsel for the applicant.

Sseryazi had asked the court to grant him up to Thursday (February 26) to file additional submissions, a request the presiding magistrate declined, stating that the matter must be handled swiftly to allow voters to know who the rightful chairperson is.

The magistrate instead granted Sseryazi until midnight on Friday to file supporting information to demonstrate that the Magistrate’s Court has jurisdiction.

He is expected to submit any material he considers necessary through digital means to support his case.

For the defence, Nalera was granted until midnight on Saturday to file submissions in response to whatever the applicant may have presented.
