Court grants senior Police officer Twine bail

The same court declined to grant bail to his co-accused, Noah Mitala alias Nuwa Mutwe, a bodyguard to National Unity Platform leader Robert Kyagulanyi aka Bobi Wine, after finding that his sureties were not substantial.

The Buganda Road Chief Magistrate’s Court has released the former Criminal Investigations Directorate spokesperson, Charles Mansio Twine, on bail after spending a month and seven days on remand at Luzira Prison.

However, the same court declined to grant bail to his co-accused, Noah Mitala alias Nuwa Mutwe, a bodyguard to National Unity Platform leader Robert Kyagulanyi aka Bobi Wine, after finding that his sureties were not substantial.

Chief Magistrate Ronald Kayizzi on Monday, June 30, 2025, released Assistant Superintendent of Police Twine on cash bail of shillings five million after finding his sureties substantial.

Each of his sureties was directed to execute a non-cash bond of shillings 50 million. They are Kate Kabagenyi (a teacher at St Mary's Namagunga), James Mugisha (a commissioner at the Equal Opportunities Commission), Alex Atuhairwe (a lecturer at Victoria University) and businessman Kewufosi Basiimwa.

“Twine’s sureties are substantial because they are traceable and gainfully employed, satisfying bail requirements under guidelines 12, 13 and 15 of the Constitutional Bail Guidelines,” Kayizzi ruled.

The magistrate also ordered Twine to deposit his passport in the court. The case was adjourned to July 14.

Twine is battling charges ranging from inciting violence to hate speech and malicious communication against top government officials. The duo has since denied the charges.

Kayizzi stressed that while the accused’s offences are grave, bail remains a constitutional right.

Chief State Attorney Richard Birivumbuka represented the Office of the Director of Public Prosecutions (ODPP).

Twine and Mitala are jointly accused of inciting violence against President Yoweri Museveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba, among other senior government officials.

Prosecution alleges that between January 2024 and May 2025, Twine used electronic messages to incite Mitala to harm the President and CDF, while also spreading hate speech and defamatory content targeting Speaker Anita Among, Deputy Speaker Thomas Tayebwa, and other senior government officials.
