Compensation delay affects sh94b Luwero-Butalangu road

Residents of Luwero and Nakaseke districts have run out of patience over the prolonged delay of the 29km Luwero-Butalangu road that links the two districts.

The sh94b road, which had been scheduled to be completed by June last year, has dragged on up to today. 

The project, which was commissioned by Prime Minister Robinah Nabbanja in June 2023, was being worked on by Dott Services Limited. It was scheduled to be completed within a period of two years, which ended in June 2025.

However, nearly three years later, the contractor says they have covered about 85 percent of the work.

The prolonged delay to complete the works has caused concern to leaders and residents in the two districts, who say they are being inconvenienced by the heaps of murram, ditches and diversions that have been created by the contractor.

The Dott services measurements engineer, Isaac Sebuliba, said they hoped to complete the remaining works by mid-August 2026, but delays by government to compensate some of the affected property owners have stagnated the works.

Sebuliba said some of the residents affected by the construction works around Luwero town, Kiwoko town and Wansalangi village were resisting eviction before being compensated.

What Ministry of works says

The Ministry of Works spokesperson, Allan Ssempebwa, said during a visit to the road last month that government is working hard to ensure that all outstanding compensation payments are cleared within the current quarter.

The Government is to pay over sh21b in compensation to over 2,000 residents in the districts of Luweero and Nakaseke, who have been affected by an ongoing project.

Several buildings in the two districts hâve been demolished to pave way for the long-awaited road whose construction works.

The project is jointly being funded by the Arab Bank for Economic Development of Africa (BADEA), the OPEC Fund for International Development (OFID) and the Government of Uganda.

According to the Ministry of Works, the Luwero-Butalangu road forms an important link in the national road network and contributes significantly to the economic prosperity of central Uganda by providing a direct link between Luweero and Nakaseke districts.
