KAMPALA - A 32-year-old cleaner has been committed to the High Court to face trial over the alleged aggravated defilement of a 14-year-old girl. The accused is also alleged to be HIV-positive.
Senior magistrate Edgar Karakire of City Hall Court committed Richard Akugizibwe to the High Court on November 4, 2026, after the prosecution presented committal papers.
The prosecution alleges that on June 23, 2026, at Kyebando Kisalosalo in Kampala, Akugizibwe, knowing that he was infected with the Human Immunodeficiency Virus (HIV), performed a sexual act with a 14-year-old girl whose identity has been withheld.
The offence is contrary to sections 116(3) and (4)(b) of the Penal Code Act, Cap 128.
The prosecution will present evidence at the trial to prove its case.
According to the summary of the case contained in the committal papers, Akugizibwe was a neighbour of the victim's parents and lived alone because his wife had travelled to the village to give birth
The prosecution alleges that he became close to the girl and that they often spent time together playing cards. This reportedly made the victim's stepmother suspicious, prompting her to keep an eye on them.
The committal papers state that on the day of the alleged offence, early in the morning, as the girl was preparing to go to school, Akugizibwe called her into his house.
The girl entered the house and allegedly had sexual intercourse with him using a condom. As she was leaving, her parents saw her and told her to return to the accused's house.
The prosecution states that Akugizibwe pleaded with the girl's father, who insisted that the matter should be reported to the police. Police were called and later took both the accused and the girl to the station, where a case file was opened.
Medical examinations reportedly established that Akugizibwe was HIV-positive. The prosecution says the results will be presented in court as an exhibit.
The girl was also examined and found to be 14 years old. The examination reportedly established that her private parts were bruised, with the findings also expected to be presented as prosecution evidence.
The prosecution will seek to prove the charges against Akugizibwe at trial.
The magistrate told him that he would appear before the High Court during its next convenient session.
