Police spokesperson Rusoke Kituuma has declined to confirm or deny reports surrounding the alleged arrest and disappearance of Assistant Superintendent of Police (ASP) Charles Twiine, insisting he has no official information on the matter.

Addressing journalists at the police headquarters in Naguru, Kampala city on Monday, May 19, 2025, Kituuma said he would not speculate on issues where he lacked verified details, but promised to brief the public once formal communication is made.

“I have maintained my standard—I only comment on issues where I have information,” Kituuma said. “When I get information about Twiine, I will come here and share it. Now that I don’t have it, allow me not to make any comment.”

Twiine, a former spokesperson of the Criminal Investigations Directorate (CID), was last seen at the police headquarters on Wednesday, May 14, 2025, where sources say he had appeared before the Inspector General of Police, Abas Byakagaba.

He had most recently been serving as a CID attaché to Parliament.

Reports circulated suggesting Twiine was picked up by plainclothes operatives believed to be attached to the Special Forces Command (SFC), sparking speculation of a coordinated internal security operation.

However, the SFC has since denied any involvement in his arrest or detention.

Speaking to New Vision Online via telephone on Sunday, May 18, SFC spokesperson Maj. Jimmy Omara said Twiine’s matter falls entirely under the Uganda Police Force.

“He was in their vicinity, and everything happened within their vicinity,” Omara said.

“The Police authority knows and should be able to explain. They have no reason to say otherwise.”

Arrest of NUP's Nabbossa

Meanwhile, Kituuma also confirmed the arrest of a woman affiliated with the National Unity Platform (NUP) political party, identified only as Nabbossa. He said charges were formally filed against her, though he did not divulge further details.

“I was briefed that she was arrested and that very particular charges were filed against her,” Kituuma explained. “She is arrestable. What is most important is that she must have been told why she was arrested. If the grounds are valid, she will be presented before court. If no grain is found, she will be released without delay.”

On other contentious issues raised by journalists, including the pending investigation into the conduct of SFC soldiers who stormed Lubowa Police Station last month, Kituuma said he was awaiting feedback from the ongoing joint inquiry by the Uganda Police and UPDF.
