KAMPALA - The Buganda Road Chief Magistrate’s Court has charged a Ministry of Lands, Housing and Urban Development cartographer with obtaining sh17m from a man by falsely claiming that he would process a land title for him.

James Oundo Kizito, 32, was on Wednesday (October 28) charged with obtaining goods by false pretences, contrary to Section 285 of the Penal Code Act, Cap 128. He appeared before Senior Principal Magistrate Winnie Nankya Jatiko and denied the charge.

State prosecutor Allan Muchunguzi informed the court that investigations were still ongoing and asked for an adjournment to allow them to continue. The magistrate adjourned the case to November 9, 2026, for mention

Kizito’s lawyer, Michael Lugero, told the court that he had instructions to apply for bail. He presented two sureties and asked the magistrate to find them substantial and grant his client bail.

The sureties were identified as Esther Lusigana, 25, the accused’s wife, and Kevin Nsilubi, 34, a businesswoman dealing in charcoal and the accused’s sister.

Lugero told the court that the sureties understood their obligations and asked that they be considered sufficient to secure Kizito’s attendance in court.

Muchunguzi asked the court to impose stringent bail terms, taking into account the nature of the case

The magistrate granted Kizito cash bail of sh500,000, while each surety was bonded at sh2m on a non-cash basis.

The prosecution alleges that in March 2025, at City Hall in Kampala, Kizito, with intent to defraud, obtained sh17m from Rogers Twinomusinguzi by pretending that he would process a land title for him, whereas he had no intention of doing so.

Kizito is a cartographer employed by the Ministry of Lands, Housing and Urban Development. He resides in Abayita Ababiri, Entebbe, Wakiso District.
