Busoga RDCs, deputies told to uphold strict administrative discipline

Resident District Commissioners and officers from various government security organs across the Busoga sub-region have been directed to intensify efforts in grassroots poverty eradication, project monitoring and upholding strict administrative discipline.

The call was made by the secretary to the Office of the President, Yunus Kakande, while opening a three-day capacity-building workshop for resident district commissioners (RDCs), deputy RDCs, assistant RDCs, district internal security officers (DISOs) and district internal security inspectors (DISIs) at the Source of the Nile Hotel in Jinja City on August 17, 2026.


Addressing the participants, Kakande cautioned officials against indiscipline, insubordination and failure to respect institutional hierarchies.

"Discipline will cause you problems if you lack it. Nobody wants to work with an undisciplined person, however much you can perform. In every sector, people want discipline. You lose your jobs because of indiscipline," Kakande warned.

He urged the representatives to actively guide communities away from idle activities and political distractions, emphasising hard work and agricultural enterprises such as coffee farming to boost household incomes.

"Money is not like manna, which comes from heaven. You have to work for it. You must tell these young people in Busoga that there is no money for doing nothing. People must now concentrate on work," Kakande said.

On monitoring public infrastructure, Kakande instructed RDCs to exercise their authority to stop inflated project cost variations and prevent stalled developments.

"You are representatives of the government at the grassroots. Do not become officials who simply visit, observe, and report. You must visit, verify, follow up, and take action," he added.

Supporting the drive, the senior presidential advisor on poverty alleviation in Busoga, Florence Mutyabule, tasked the leaders with monitoring government financial interventions, such as the Parish Development Model (PDM), Emyooga, and youth funds, to ensure they directly benefit rural communities.

Mutyabule issued a stern warning against officials and stakeholders who deduct or divert funds meant for beneficiaries.

"When people are complaining that they are supposed to get Sh1m, but end up getting sh700,000 or sh500,000 because money is retained by those giving it out... if we get the evidence, we shall just take you to prison because that is corruption," Mutyabule cautioned.

Richard Gulume, the whip of RDCs in Busoga sub-region and also the Bugiri RDC, pledged that the regional leadership would implement the directives to improve service delivery.

"Haji Kakande put emphasis on service delivery, monitoring projects, and discipline amongst us serving in the presidency. Any sign of indiscipline will not be tolerated, and our service delivery will be distinctly different after this workshop," Gulume said.

The assistant commissioner in charge of finance and planning in the Office of the President, Sadat Kisuyi, guided officials on transitioning to result-based reporting and structured work planning.

"Operating without a work plan is like travelling without a clear destination. Reporting must shift from input metrics to result-based reporting—how projects directly impact enrollment, literacy, and community transformation," Kisuyi noted.
