Busoga development plan in the works after Museveni directive

Uganda's Prime Minister Robinah Nabbanja has revealed that the government is preparing a Busoga Development Plan following an instruction from President Yoweri Museveni.
Nabbanja said Museveni had instructed her to work with ministers from Busoga to develop the plan, which is intended to improve the livelihoods of people in the region.
Speaking on the sidelines of the 12th coronation anniversary of Kyabazinga William Wilberforce Gabula Nadiope IV at the Mayuge district headquarters on September 19, 2026, Nabbanja said President Museveni had given her three weeks to have the plan developed.
She said the President issued the directive during a meeting on September 16, 2026, instructing her to liaise with Busoga ministers, including her First and Third Deputy Prime Ministers, Rebecca Alitwala Kadaga and Rukia Isanga Nakandama, respectively, as well as Minister for the Presidency Milly Babirye Babalanda and Busoga Katukiro Dr Joseph Muvawala.
The group is expected to develop a plan aimed at creating wealth among people in the kingdom.
“Allow me to say this on my own behalf, on Thursday, we were in a meeting with the President and he directed me that he wants his people to develop. He instructed us to come up with the Busoga development plan with ministers from Busoga,” she said.
The selected officials had not yet met with Nabbanja to brainstorm further on the plan.
However, she said the President continued to encourage residents with small pieces of land to move away from sugarcane growing and take up enterprises such as coffee, dairy farming, piggery and poultry. She added that those living near wetlands could also consider fish farming.

During his familiarisation tour of Busoga to assess the performance of the Parish Development Model (PDM) early last year, Museveni urged residents to embrace the four-acre model of farming to improve household incomes through profitability and wealth creation.
He advised farmers to establish different enterprises on each acre, including cash crops such as coffee, fruits such as mangoes, passion fruit, citrus and pineapples, and animal pasture to support dairy farming.
To ensure food security, he advised residents to reserve another acre for crops such as maize, matooke and beans.
Nabbanja said Museveni maintained that residents living near wetlands and swamps should engage in fish farming.
