Busia court remands businessman over alleged defilement of 14-year-old

The Busia Grade One Magistrate, Specioza Avako, has remanded a businessman over allegations of defiling a 14-year-old primary four pupil in Busia Municipality.

The suspect, identified as 48-year-old Ramadhan Abangi, a resident of Madibira B village in the Western division of Busia municipality, is a businessman operating at the Busia border and a landlord with several properties in Busia town.

It is alleged that the suspect was arrested after being found with the 14-year-old girl, a P.4 pupil wearing a school uniform from Madibira Primary School, inside one of the rooms he rents at Nangwe Madibira village, following a tip-off from residents on June 12, 2026.

After his arrest, he was taken by residents to Madibira Primary School, where the victim studies. The school administration later informed police, and the suspect was detained at Busia Central Police Station.

The suspect, on June 18, 2026, appeared before Magistrate Specioza Avako, who remanded him for 14 days to Masafu Prison. He is expected to return to court for a mention before Busia Chief Magistrate Thomas Okoth.

Madibira Primary School headteacher, Polly Siraji Majimbo, confirmed the incident but declined to provide full details, saying he had not been authorised to speak to the media. He, however, urged parents to ensure the safety of their school-going children.

Busia district youth councillor Arafat Hassan condemned the alleged act, calling for justice for the victim, and alleged that the suspect had prior entanglements with the law, and welcomed his arrest in this case.

George Barasa, chairperson of the Busia Municipality LC1 and LC2 Chairpersons Association, said residents were shocked by the development.

He added that such cases have previously been reported to authorities, but suspects often evade justice through interference with victims’ families and police, a trend he described as dangerous.

Bessi Atim, an officer attached to the Community Services Directorate under the Ministry of Internal Affairs, condemned the alleged defilement case, saying it grossly violates children’s rights.
