49 seek bail over Kasese army, police barracks attacks

A total of 49 of the 106 Rwenzori military barracks suspected attackers jailed at Luzira prisons over terrorism, treason and murder charges have applied for bail.
The application to the International War Crimes Division in Kampala was filed on Thursday, August 13, by Barnabas Tinkasiimire, the former MP Buyaga West Member of Parliament in Kagadi District.
Tinkasiimire, representing the accused on behalf of Biira Josephine vs Nyahabasa, told court that the 180 days equivalent to the six-month mandatory period had elapsed without committal to the High Court.
Court presided over by Justice Duncan Gaswaga at International war Crimes Division in Kampala on Thursday, heard that on November 1, 2025, at around 5:00am a total of 106 armed Militants allegedly used guns, spears, catapults, pangas and machetes to simultaneously attack Rwenzori East Central Police Main Barracks in the heart of Kasese Municipality, Kasese central Police Barracks, Malindi and Kakuka Uganda People’s Defense Forces (UPDF) detachments in Bundibugyo District, Canon Apollo Core Primary Teachers’ College and Nyakasura school in Fort-Portal and that the attacks reportedly left civilians and security personnel including RA 306897 Private Samuel Kwesiga, RA 307056 private Erias Twongirwe and civilian Annitah Nayebare dead.

Court further heard that the accused also torched 26 grass-thatched houses in Kasese, Bundibugyo and Bunyangabu, as well as robbing a 12.5mm weapon and burning one AK47 rifle.
Prosecution told court that the suspects were arrested seven months ago in the Districts of Kasese, Bunyangabu, Kabarole, Ntoroko, Bundibugyo and Kagadi before being remanded to Maluku Government Prison in Mbale and were recently transferred to Luzira Government Prison pending committal to the International War Crimes Division in Kampala.
Justice Gaswaga adjourned court to August 28, when the accused will re-appear to scrutinise their bail application.
