Ten teachers, including three from Hormisdallen School in Kamwokya, Kampala, have been remanded to Luzira Prison over alleged examination malpractice during the 2026 Primary Leaving Examinations (PLE).
The accused appeared before City Hall Court senior principal grade one magistrate Nicholas Aisu on November 6, 2026, where the prosecution sought more time to complete investigations into the alleged examination irregularities.
State attorney Benjamin Amanya told the court that investigations were still ongoing, with some forensic examinations yet to be completed.
Aisu granted the prosecution's request and remanded the accused until November 19, 2026, when the case will return to court.
The accused are Kasango Bumali, 43, a teacher at Desire Primary School in Mayuge district; Paul Enyeni, 44; James Etok, 57; and Godfrey Semalulu, 40, all teachers at Hormisdallen School in Kamwokya, Kampala.
Others are Raphael Wandera, 29, a teacher at Mustard Seed School in Lwengo district; Gloria Acio, 34, and Judith Nantongo, 51, both teachers at Daffodils Primary School; Lydia Mirembe, 38, a teacher at Tawhid Primary School in Kisenyi; Emmanuel Waibi, 31, a teacher at Nakyenyi Secondary School in Lwengo district; and Ivan Nduhukire, 36, a teacher at Raise and Shine Primary School in Nakaseke district.
According to the charge sheet, the accused face charges under the Uganda National Examinations Board Act, including destruction of examination materials, unauthorised possession of examination papers or information, examination malpractice and trespass.
Waibi also faces a charge of neglecting to prevent a felony under the Penal Code Act.
The prosecution alleges that Kasango, on November 3, 2026, at Ndangoro Primary School in Rubirizi district, wilfully or maliciously destroyed examination materials, specifically a delivery envelope containing PLE Mathematics examination scripts.
In another count, Enyeni, Etok, Wandera, Semalulu and Nduhukire are accused of being in unauthorised possession of the 2026 PLE Mathematics examination paper on November 3, 2026, at Hormisdallen Primary School in Kamwokya, Kampala, and other parts of Uganda.
The prosecution further alleges that Acio and Nantongo, on the same date at Hormisdallen Primary School, provided candidates with written answers to the 2026 PLE Mathematics examination without lawful authority.
Mirembe is separately accused of trespassing into examination premises at Hormisdallen Primary School in Kamwokya during the PLE.
Waibi faces a charge of neglecting to prevent a felony. The prosecution alleges that on November 3, 2026, while serving as a chief invigilator at Mustard Seed Primary School in Lwengo district, he knew that Nduhukire was allegedly in unlawful possession of the 2026 PLE examination paper in the examination room but failed to use reasonable means to prevent the commission of the alleged offence.
