Mukono Resident District Commissioner (RDC) Hajat Fatuma Ndisaba has called for ramping up sensitisation for community development officers and other relevant authorities in communities, on the legal provision for reprimanding parents who conceal children with disabilities.
The RDC says the act is a gross abuse of their natural rights.
She made the call on December 22, 2025, while handing over a Christmas package comprising 200 wheelchairs, 250 mattresses, laundry soap, food items including maize flour, rice, sugar and beans, to disabled children from 250 homes drawn from various sub-counties in the district.

The donation was provided by the US-based Love Without Boundaries organisation working in partnership with Nkwenge Cultural Troupe and Mukono municipality PWD councillor Ramadhan Lubowa Kamau, and was witnessed by the district councillor for the disabled Annet Nakanwagi, among other people.
Addressing beneficiaries at Mukono Bishop’s West Primary School, Ndisaba disclosed that masqueraders have approached her office seeking her approval and endorsement to access disabled people’s provisions from government departments, and swore to arrest such people.
She rebuked fathers who abandon their disabled children in the care of their mothers, noting that these women did not produce these children alone and by choice.
The RDC hailed Love Without Boundaries for exhibiting accountability and visibility on the ground, unlike many other NGOs and CBOs that register to offer services but with their services remaining obscure.
Mukono municipality male PWDs councillor Ramadhan Lubowa thanked Love Without Boundaries for being a reliable partner for the last five years, saying that last year, they provided the same package for 350 beneficiaries.
“I am so grateful for our partners, Love Without Boundaries, for always responding to our needs. I also appreciate the NRM government for the conducive atmosphere enabling donors to operate in Uganda with ease,” Lubowa said.
Lubowa said five years ago, they started with assistance to only 235 families, compared to the present day’s 250 families, with prospects for more families to get on board.
Councillor Annet Nakanwagi thanked the office of the RDC for always coming to the PWD’s rescue whenever approached on any matter, and for being protective of their cause by intercepting masqueraders plotting to fraudulently access provisions for disabled people.

One of the beneficiaries, Emmanuella Amusugut, 10, a learner at St Soteri Junior School at Namibrembe village in Kyampisi sub-county, while seated in her newly donated wheelchair, smilingly thanked all stakeholders in the cause of ensuring a simplified lifestyle and education for disabled children.
Love Without Boundaries is also responsible for assisting children with cardiac problems in identifying doctors in India, air tickets and upkeep costs, and meeting surgery costs for those suffering from hernia and other diseases.
The parents, however, showed dismay at the fact that most of the school heads within their localities refuse to enrol their children, something which has denied many of their right to education.
