The Uganda National Examination Board (UNEB) has been asked to tighten surveillance on its officials and guard against leaking examination papers for UCE, UACE and PLE exams.
The call was made by Ankole Anglican Diocese Bishop Fred Sheldon Mwesigwa, while officiating at the dedication service for S4 and S6 students at Mbarara High School in Mbarara city on October 6, 2025.
Mwesigwa advocated for tougher punishments for schools found in possession of examination papers, including arresting heads and arraigning them before court.
"We are praying and hoping that the exams will be well organised and run, that security will be high level, that leakages will not happen, that those who cheat will not have opportunities to cheat, and those who assess at the end will have the rightful results," Mwesigwa said.

He encouraged schools to work hard as this will give them good marks.
He hailed discipline among the candidates of Mbarara High School and the trust of the parents in the school, and challenged candidates in all schools to exercise high levels of discipline if they want good results.
Headteacher Ham Ahimbisibwe dedicated 362 Senior Four candidates, the highest number the school has had in its history and 221 Senior Six candidates.
He said the candidates have all been prepared for exams, which will kick off with a briefing on October 10, 2025, for S4 and start on Monday, while S6 exams will start on November 7, 2025.
He said they have had practical exams done for the subjects of Chinese language practical, have had technology and design started on Monday, and they had physical education done last week.
Arthur Kanyaryeru, the school director of studies, challenged students to aim for success and make a positive difference in the world.
Elsewhere, Amos Kankunda, the Rwampara Member of Parliament, challenged candidates to put God first in everything, arguing that God will prioritise their success in return.
Kankunda was the guest preacher at the dedication service of S4 and S6 candidates of Kinoni Girls SS held at St. Luke Church of Uganda in Rwampara district on Sunday.
Martin Kananura, who was the chief guest, urged candidates to respect themselves and UNEB officials during the examination time and to be honest.
Kinoni Girls SS head teacher Grace Ndagire hailed candidates' discipline, describing it as a strong pillar that will lead them to success.
