Headteachers in Soroti district have been cautioned against overshadowing the roles of School Management Committees (SMCs), which are meant to play a vital part in school governance.
According to soroti district education officer (DEO), James Oede, this dominance by headteachers is one of the reasons many SMCs are ineffective.
Meanwhile, Stephen Olinga, the DEO of Kapelebyong, noted that much more needs to be done to build the capacity of these committees to fulfil their mandates effectively.
The Education Act of 2008 established SMCs as statutory bodies responsible for managing primary schools on behalf of the government.
The act tasks the committees with key responsibilities, including planning, financial oversight, maintaining discipline, and ensuring the implementation of education policies to enhance learning outcomes.
