JINJA - Police in Kiira Region have arrested the headteacher of Kiko Primary School in Busede subcounty, Jinja district, over allegations of defiling a 16-year-old Senior Three student.
The headteacher has been identified as Ronald Kaweesa, 44. The arrest followed allegations that the incident occurred in early October 2026 in Buwuma East village, Butagaya subcounty, Jinja district.
Kiira regional police spokesperson James Mubi, speaking to New Vision on November 3, 2026, said the victim's father also faces arrest over allegations that he led a team that sought financial compensation from the suspect instead of pursuing justice for the child.
Police said they were investigating the alleged negotiations, warning that cases involving the sexual abuse of children should not be settled through financial arrangements.
Kiira regional CID officer Daniel Batte said children should never be used as instruments for personal gain, emphasising that their safety, dignity and right to justice must take precedence over financial interests, family reputation and relationships.
“Children should never be used as instruments for personal gains and financial interests, there safety and rights is our priority,” Batte said.
Batte warned parents and guardians against compromising children's welfare by prioritising monetary compensation over reporting abuse and ensuring that perpetrators are held accountable.
Meanwhile, Kiira Regional Child and Family Protection Unit officer Agnes Nampijja said the unit was prioritising the child's welfare in line with the United Nations principle of the best interests of the child.
She said the victim was receiving medical attention and psychological support as investigations continued.
Kiira regional police commander Charles Nsaba urged directors, headteachers and administrators of schools and institutions of higher learning to strengthen accountability systems and ensure safe learning environments for all learners.
Nsaba further called on parents to remain vigilant, particularly as learners prepare for the holidays, and encouraged them to nurture discipline, teamwork, leadership, digital literacy, volunteering and communication skills among their children.
He also emphasised the importance of equipping learners with negotiation skills and the ability to develop alternative solutions when faced with challenges.
He cautioned parents, guardians and school administrators to remain alert to situations that could expose children to abuse and other forms of exploitation.
According to the 2025 Annual Crime Report, a total of 10,492 defilement cases were reported, compared with 12,312 in 2024, representing a decrease of 14.8%. Of the cases reported in 2025, 7,019 were classified as simple defilement, while 3,473 were classified as aggravated defilement.
