For the first time, every district in Uganda has secured beneficiaries under the Higher Education Students Loan Scheme after the Government introduced a district quota system that awarded 2,790 slots across all local governments.

Last year, a total of 2,047 students were awarded under the loan scheme.

With the district quota system, districts such as Amudat, Buvuma, Kalangala, Karenga, Kotido and Moroto, which initially missed out, received beneficiaries this time.

The number of beneficiaries and the list were officially released on September 10, 2026, by acting education minister Dr John Chrysostom Muyingo at the Uganda Media Centre in Kampala.

This academic year, 2026/2027, the ministry received 10,615 applications compared to 7,125 in 2025/2026, a 48.9% increase in the number of applications.

However, after screening, 8,005 students, representing 75.4% of the applicants, were found to be eligible, of whom 2,790 were granted.

The number of successful loan applicants represents a success rate of 34.8% of the eligible applications.

The majority of the students who did not make it were ineligible because they failed to submit complete applications, especially by attaching the needed documentation.

The beneficiaries will enrol on courses at 33 government and private chartered universities.
