Zerubbabel Kwebiiha appointed new CEO of FSD Uganda

Financial Sector Deepening Uganda (FSD Uganda) has appointed Zerubabel Kwebiiha Junior as its new Chief Executive Officer (CEO), effective August 3, 2026.

The appointment marks a new chapter for the organisation as it continues to advance financial inclusion and strengthen inclusive financial markets across Uganda.

Kwebiiha joins FSD Uganda with years of leadership experience in financial inclusion, digital innovation, private sector development, market systems and institutional building across Africa.

His expertise in forging strategic partnerships and driving market development is expected to bolster the organisation’s mission of expanding access to financial services for underserved communities.

Who is Zerubbabel Kwebiiha

Kwebiiha has over 17 years of experience at the intersection of financial inclusion, digital innovation and private sector development across Africa.

He has built and led organisations from the ground up, driven policy change at a national level and delivered commercial results at scale across some of the continent's most complex markets.

He is the Co-founder of Reclaim Investments, a circular economy enterprise he built from scratch that is transforming livelihoods for waste pickers in Uganda, a reflection of his passion for building businesses that create lasting impact.

As Global Head of Commercial at ENGIE Energy Access, he led commercial strategy across nine African countries, and as Country Director in Mozambique, he led the company to become the country's leading solar home systems provider.

At the United Nations Capital Development Fund (UNCDF) in Zambia, he was part of the team that helped increase formal financial inclusion from 4% to over 43% of the adult population, one of Africa's most significant advances in financial inclusion.

Earlier in his career, he served as Chief Executive Officer of EzeeMoney and was part of the team that rolled out and scaled MTN Mobile Money in Uganda.

Most recently, Zerubabel worked with FSD Uganda supporting the Digital Economy pillar, giving him a deep understanding of the organisation, its programmes and the ecosystem it serves.

He also brings governance experience through his role as a Non-Executive Director at Ecobank Uganda.

He believes that financial markets, when designed well, can be one of the most powerful forces for human dignity and economic transformation.
