Protazio Sande appointed IRA acting chief executive officer

The appointment of Dr Sande, who is substantively the Director Strategy and Market Development, will ensure continuity of operations and effective discharge of the Authority's mandate.

The Board of Directors of the Insurance Regulatory Authority (IRA) has announced the appointment of Dr Protazio Sande as the Acting Chief Executive Officer under clause 6.11 (h) of the Human Capital Management Manual (2023) with effect from June 1, 2026.

Dr Sande Protazio succeeds Alhaj Dr Kaddunabbi Ibrahim Lubega, whose contract as Chief Executive Officer expired on May 31, 2026, upon completion of his term of office.

The appointment of Dr Sande, who is substantively the Director Strategy and Market Development, will ensure continuity of operations and effective discharge of the Authority's mandate.

The Board is confident that Dr Sande's expertise, leadership and institutional knowledge will ensure effective leadership at the Authority, maintain stability and steer growth of the Insurance sector during the transition period.

The Authority remains fully committed to its mandate of regulating, supervising and promoting a sound, competitive and inclusive insurance sector in Uganda while ensuring the Authority's operations, regulatory functions and services continue uninterrupted.

“The Board acknowledges the significant role Alhaj Dr Kaddunabbi has played in advancing insurance regulation, market development, and policyholder protection during his tenure and extends its best wishes for success in his next assignments,” IRA board chairman noted.

Who is Protazio Sande?

Protazio Sande is a prominent figure in the insurance sector of Uganda, serving as the Director of Planning, Market Research, and Development at the Insurance Regulatory Authority (IRA).

He has extensive experience in academic and practical roles, including serving as an Economics Lecturer at Kyambogo University and developing funding and capacity-building proposals with international partners.

Sande is also a member of the Institute of Certified Public Accountants of Uganda and has held various leadership positions within the IRA. His current role involves leading the regulator through its most turbulent period, addressing challenges such as the IRA succession dispute.

He recently graduated with a PhD in Leadership and Institutional Management at Uganda Management Institute (UMI) and holds an Advanced Diploma in Insurance, a Diploma in Insurance, Master of Arts in Economic Policy and Planning and a Bachelor of Arts in Social Sciences.

He has also received numerous certifications in areas such as data mining, policy planning, reinsurance regulations, and life planning skills.
