NPA, partners launch UG Catalyst Summit to accelerate enterprise-led growth under NDP IV

The National Planning Authority, in partnership with Innovation Village Hub, has officially launched the UG Catalyst Summit, a national execution platform designed to accelerate the delivery of Uganda’s growth agenda under the National Development Plan IV (NDP IV), with enterprise at the centre of implementation.


The Summit, slated for June 25th-26th this year, is structured to translate national priorities into enterprise-led growth, linking businesses to markets, capital, and coordinated support systems.

It is anchored in the ATMS priority sectors of Agro-Industrialization, Tourism Development (including Creative Industries), Mineral Development (including Oil & Gas), and Science, Technology and Innovation.

Speaking during a media briefing in Kampala on Wednesday, Dr Asumani Gulobi, Senior Manager Development Planning at NPA, noted that Uganda’s ambition to achieve tenfold economic growth will be supported by a strong policy framework.

He highlighted that the opportunity now is to translate this into enterprise-led outcomes by unlocking market access, aligning capital, and strengthening participation across priority sector value chains.

“From a national planning perspective, the priority is ensuring that enterprises can contribute directly and measurably to NDP IV outcomes. This requires stronger alignment between policy, enterprise development systems, and investment flows.”  Asumani noted.

Rita Ngenzi, Executive Director of Innovation Village Hub, added that the priority now is ensuring that enterprises are effectively positioned to deliver measurable results.

“Uganda’s growth agenda is grounded in a clear and robust national plan. This, however, requires deliberate alignment of enterprise pipelines with market opportunities, capital, and coordinated institutional support.” 

The UG Catalyst Summit serves as a national platform that connects enterprise pipelines to markets, capital, and coordinated ecosystem support across priority sectors.

A central feature of the Summit is the Opportunity Dashboard, a national intelligence platform providing real-time visibility into enterprise pipelines, sector opportunities, and performance.

The platform enables data-driven decision-making, more effective capital allocation, and tracking of enterprise contribution to national growth outcomes.
