In 1986, when the NRA seized state power and Museveni became the president, Ali had an understanding with Museveni, resulting in the integration of his UNRF fighters into the national army, NRA. Museveni then appointed Ali as the minister of youth, culture and sports on July 27, 1986. Ali was undeniably upset since he had hoped to become the vice-president.
