The National Resistance Movement (NRM) government says it is going to fund a special wealth creation programme for the greater Luwero in an affirmative move to develop the former war region.
The programme, which is going to be implemented in the districts of Luwero, Nakasongola and Nakaseke, will be an addition to the national Operation Wealth Creation (OWC) programme one which covers all districts, according to NRM deputy secretary general Rose Namayanja. She made the remarks on September 12, 2025.
"We decided as NRM leaders that the people of Luweero, Nakaseke and Nakasongola should be given over and above what they received under the normal budget, "Namayanja said at the function, which took place at the Luweero district headquarters.
She was presiding over a function at which farm equipment and inputs worth millions were distributed to farmers' groups from the region districts.
The distributed items, included 50 maize threshers, 600 tarpaulins, and 45 foliage choppers. Other distributed items were refrigerators, milk cans, vaccines, vaccination equipment, coffee seedlings and fertilisers.
Namayanja said the special wealth creation programme is part of the NRM agenda for affirmative action for the greater Luwero region. She said the plan was mooted by President Yoweri Museveni with an aim of improving livelihoods in the districts of the former war zone.
The three districts form the core of the former Luwero Triangle, whose residents bore the brunt of the NRA/NRM liberation war, most of which was fought in the region during the early 1980s.
Not a campaign gimmick
Namayanja refuted allegations that the affirmative move was a campaign gimmick to woo support for president Museveni during next year's elections.
"Campaigns cannot stop government from working. We cannot stop from helping our people because we are going in campaigns," Namayanja said while responding to a question from a journalist in Luwero.
She said the same intervention will also involve the establishment of coffee nurseries and multiplication gardens, as well as the distribution of walking tractors and hybrid cows to farmers groups.
Namayanja lashed out at the area's predominantly NUP local leaders and MPs who were voted into office during last elections, for always fighting the Government instead of lobbying for services for their areas.
She asked the people of the region to vote for NRM-leaning leaders, whom she said will work with the NRM government to develop their areas.
"People in other areas know what they need and who can deliver it. It is only here in Buganda where you elected leaders who antagonise the Government," she said.
"As greater Luwero, we should know what we want and who will deliver it," she said.
Animal industry state minister Bright Rwamirama said Luweero deserved special treatment in consideration of the role that the residents played in the liberation struggle.
Rwamirama said his ministry will, in addition to other interventions, dig water dams and fish ponds in water hard areas like Nakasongola.
The state minister in charge of Luwero Rwenzori, Alice Kaboyo, assured veterans that the Government will continue with the programme of paying their gratuity packages.
She also said that the Government will fulfil its pledge of constructing the Luweero district headquarters and the Luweero hospital.
