Museveni launches multi-billion Meat and Beans Processing Factory in Kisozi

Museveni said Uganda's dairy and livestock sectors have registered remarkable growth, with milk production rising to 5.4 billion litres and the national cattle herd increasing from three million in 1986 to 16 million today.

President Yoweri Museveni has commissioned the multi-billion Meat and Beans Processing factory in Kisozi, Gomba District, calling for stronger coordination among government ministries to address investment bottlenecks and support industrial growth.

Speaking at the launch on Wednesday, July 15, 2026, Museveni said Uganda's dairy and livestock sectors have registered remarkable growth, with milk production rising to 5.4 billion litres and the national cattle herd increasing from three million in 1986 to 16 million today. He said the country's beef value chain, however, still requires better organisation to fully exploit available market opportunities.

"Once I am sure about the market, I can mobilise the Ugandans to produce," the President said, adding that the Government must decide whether to source raw materials from smallholder farmers or large-scale commercial producers, while also determining the most suitable livestock production model.

Museveni said supplying the factory with livestock would not be difficult if large-scale farmers were engaged, noting that about 100 farmers, each supplying more than 300 head of cattle annually, would be sufficient to meet the demand.

The President also tasked ministers to support investors, likening them to "Omusumba" (shepherd), who is responsible for ensuring that every sector functions effectively. He questioned why licensed factories continue to grapple with unreliable electricity and other infrastructure gaps.

"When you hear that a factory is here but has no reliable electricity, the question is; what was the 'Omusumba' doing?" he asked, urging ministries to ensure that essential services such as power infrastructure are provided as soon as investments are licensed.

His remarks followed concerns raised by the factory's proprietor, Francis Ragwa, who said unreliable electricity has repeatedly damaged machinery and forced the company to spend about sh10m on generators whenever the power supply is interrupted.

Museveni said the recent reshuffle in key government ministries was intended to strengthen coordination and ensure that investors receive timely support to boost industrialisation and value addition.
