Gen. (Rtd) Caleb Akandwanaho, also known as Salim Saleh, has lauded the officers deployed by Operation Wealth Creation (OWC) for assisting Ugandans in shifting from subsistence farming to sustainable economic activities.

The OWC Chief Coordinator expressed gratitude for their dedication on Friday, September 12, 2025, while addressing the over 300 officers deployed in different parts of the country.

The group of 358 officers had just completed a six-day retreat at the National Leadership Institute (NALI) in Kyankwanzi.

“I want to extend my heartfelt thanks to each one of you for the exceptional work you’ve done as agents of Operation Wealth Creation. Your contribution has ignited a vital international conversation on the issue of ‘wealth creation,’ becoming a central theme of discussion over the past twelve years. I commend all who embarked on this journey with us and those who have joined us along the way," Gen. Saleh said while hosting the group at Kapeeka Industrial Park in Nakaseke District.

Following a release from the Directorate of Communications at the Ministry of Defence and Veterans Affairs, Gen. Saleh highlighted that every officer’s input, even if not always visible, is vital in changing lives.

“Even though the results of your dedicated work may not always be immediately apparent, I assure you that they profoundly influence countless lives,” he emphasised.

The Kapeeka meeting also served as a platform for exchanging best practices on aligning OWC programmes with Uganda’s wider socio-economic goals. Gen. Saleh received an update on the recent retreat at the National Leadership Institute in Kyankwanzi, which reaffirmed the shared commitment to continuous improvement.

OWC was launched by President Yoweri Museveni in July 2013 as an intervention to efficiently facilitate national socio-economic transformation.

Core objectives of OWC

Raise household incomes: Empowering individuals and communities to earn more from their agricultural and other economic activities.

Promote wealth creation: Enabling farmers and households to accumulate assets and move beyond poverty.

Transform subsistence farming: Shifting small-scale farmers to adopt commercial practices for greater productivity and profitability.

Facilitate national socio-economic transformation: Overall improvement of livelihoods and the national economy.
