Could Kampala go water bankrupt?

“We used to fetch drinking water from the lake and drink it without boiling it,” she says. “But life has changed. Now I buy water from a kiosk and have to boil it before giving it to my children.” She adds: “What is painful is that sometimes we have food but no water. It is frustrating to go without water when we live next to Lake Victoria.”
