Ministers Magyezi, Musasizi clash over sh15b

Two ministers have clashed before Members of Parliament over sh15b meant for the relocation of 312 sub-counties.

The minister of local government, Raphael Magyezi, and Henry Musasizi, the state minister for finance, were on Tuesday appearing before the House Committee on Public Service and Local Government.

The sh15b is needed by the Ministry of Local Government to relocate 312 sub-counties, some of which are relocating to create room for the newly created cities.

"The endless creation of administrative units has brought us to this situation. You have a hundred and something sub-counties that need to be relocated. You have heard the Minister (Magyezi) saying he needs money for cities which he started, and at the same time, he wants money for new cities; should we operate like this?" Minister Musasizi wondered.

According to Musasizi, the issues had been presented before the President, and it was agreed on principle that no new cities be created.

It was at this point that Magyezi jumped in to clarify that he had no power to create local governments.

"We must correct this. I don't create local governments. These cities were created by Parliament on a motion approved by Cabinet and by the way, one of the new administrative units is in Rubanda district of which he (Musasizi) is a beneficiary," Magyezi submitted.
